Let's get back to the original point.
While I approve of the simpler, non-xp system, I think we can have a bit of it, to help draw a few major lines. For example, we can have a few feat-like abilities, that are given out by admins for specific reasons. The simplest example is wizard's spells. A few other examples of special abilities:
Powerful Sorcerer:
You no longer need to eat, drink, sleep, breathe, or expel any bodily fluids solids or gasses, you passively magically maintain your body. You no longer age, and your body's age reverses, back to your prime years.
Godtouched:
You no longer need to eat, drink, sleep, breathe, or expel any bodily fluids solids or gasses, you passively magically maintain your body. You no longer age, and your body's age reverses, back to your prime years. You maintain a constant mental connection with your god, and are bound mostly to their will.
Fear:
You inspire fear wherever you go, and only the strongest of heart or mind can stand to face you. (Possibly ranks of this.)
Fearless:
You are immune to fear, for whatever reason. (Most likely a different ability, that gives you fear, IE Divine Blood: blah blah blah blah you are fearless. Probably will also have ranks.)
Obviously we will work to create many, many more, but this is just a possible suggestion to keep character development mostly open, while leaving the greater abilities on a definitive line.

People would be free to develop their character however they want, except some of the more important details will be clear cut, such as being a god. Instead of being given via XP, they would be handed out if a RP warranted it.
