Admins do add it every once and a while from posts. Once I have more than one admin that can assign XP, It'll be customary to put a post in the thread saying XP/Gold has been assigned up to that point.
As for you wanting to be an elven lord, just make an elf character and take the Noble characteristic, and then you can call yourself the leader of Bylin. You would be in charge of building our elven navy, and would get the village's tax gold for that, though Tal'gathir may send you some for specific purposes. How you spend the gold would be largely up to you, but Alkartir would give you some general goals to reach (currently the village needs an upgrade to town, a harbor, and a few ships. Extra troops is always a plus, but that's more Tal'gathir's focous.)

The one I posted is the official one, but it's not updated yet. You haveto draw from everywhere. Kinether's plains map shows the plains in detail, mine shows everywhere else, and Belail has one of his island.
Don't worry too much about trade, though. That's Tal'gathir's affairs, Bylin just deals with Bylin.

I don't know how much it's needed... I mean, you really just have that one city. Maybe if we expand what we do in the underdark we could draw a map of that... I mean, if you want to, sure, but I don't think it's necessary.
